A tool that lets u pick a simple Jpeg image and TPT would try and create it using diamond. colour will be put automatically by the decoration layer. It might be a lot of hard work but is it possible?

Edit: its called tracing, not vectorising
There are already a lot of such, eg lua scripts, anyways, its cgi, and shouldnt be uploaded to the server.
I have a script, it takes a bmp and makes a decoed dmnd. Moreover it makes something similar to image in heat view, gonna find you a link...
Edit: http://pastebin.com/NFnVgDPe , its an older one, it doesnt make heat view

an example of a save using CGI:

this save was made and uploaded to the public server before this was passed:

    rules:

    1. No image plotting. If you have to use a program to draw out pixels from an image outside of Powder Toy without drawing it by hand, then don't be surprised when someone notices and it gets deleted and you get banned. Jojobond has his on the topmost votes more because he was the first to figure out how, and less because of the saves themselves.

That is true. Except for JoJoBond's few saves before new save rules.

I do believe this could be classified as Vectorizing.

And no, I don't believe this is achievable without completely redoing pixel size proportions.

Perhaps Filter masks would be a better suggestion, almost a way to take one color and put it in the input pallet, then put another color into the second slot, so when you put the first color in it changes color #1 into color #2. This would be helpful for deco-ing large areas and even replacing already colored areas with your newly selected color.

You also have to type in the console 'bmp2deco("filename.bmp")'
