Because ambient heat works on a 4x4 grid while HSWC works on a 1x1 grid. See TTAN's interaction with pressure.
(Just use a block wall, it'll work wonders)

Or you can use a combination of titan with hswch which is cooled, allowing for less space then a block wall and kinda destructible (bomb dest)

heat-blocking materials could block ambient heat, this is probably one of those things all the devs forgot about.

That or, there's some reason for why it's silly to make it block ambient heat anyway, I haven't touched it.
