A save gets front page if it gets lots of votes fast (or just has a lot of votes). If most people that see it upvote it, it will probably go to front page. Saves must be less than one week old to get on there, unless a moderator features it. We can also promote saves to front page (where it stays as long as it has positive votes), but we don't do this very often.
That number is the total number of votes the save has. It's the number of upvotes minus the number of downvotes. So ... that's how you measure how many votes your saves are getting. If you want to see the exact number of each, just click "open in browser"
destroyable city 5 is there because it always has been. I remember it being on the top of first page (not front page, this didn't exist) back when I first started playing 2.5 years ago. So ... it's there because it always has been and is easily viewable. All you have to do is click one arrow and you are at the save, with so many people seeing it it gets a lot of upvotes and stays there. It's almost impossible to get to second page now, but maybe you can get to some other one.
