I'm trying to make a legitimate hybrid nuclear reactor for fun and I want to avoid reliance on bcln, pbcn, or any other cheaty methods to get protons. I'd like to have a controllable way to create protons, I could see fusion working, but I don't know if I can get a controlled fusion system that doesn't rely on pbcn, bcln, clne, or any of that sort of stuff.

Infinite fusion can occur without using CLNE.
PHOT is converted into PROT when it passes through HYGN, producing ELEC as a byproduct. You might be able to construct a system where you fire a pulse of PHOT through a PHOT->PROT converter, and then into an area with uncompressed DEUT to multiply the number of protons you have.
