As long as it is constructive and not just simply flaming/trolling, the moderator will consider it. Moderators are after all, trying to make the TPT community a better place and giving them feedback will help them do their job. So no, as long as you stick to the rules.

Probably not, but if you do it publicly the thread / post will probably be deleted / locked.
That's why we have the conversation feature :D
But i'm pretty sure this is about your thread, all i'll say is that I didn't lock it but it's probably not going to be unlocked (sorry). The suggestions were very unlikely to ever be implemented, maybe you can edit one of your older threads instead.
