Reupload it constantly, until luck will smile in your general direction and get it on FP.
That's how I did, back in the day when I uploaded things. -

But you could make the bestest save evar, if people don't see it, it's more or less worthless.
You could also advertise it on the forums, just give the ID of the save and everyone (as in, like 3 people) will see it and maybe they'll upvote it. -

A lot of it just depends on luck, but proper advertising is important. Sometimes you can post a link in the creations forum, or resave it every once in a while (hopefully improving it :P). To get on front page you need to get votes quickly. -
You could also, besides the forums, advertise the save on a group you're in (you aren't currently in one, but this is for other people who might also read this), since most of the people there would probably like you, and thus upvote it and get it on FP, where the world can see it.

Haven't seen a promoted save in months, but that save would have gotten on fp anyway.
