So basically you packed all versions of TPT from 28.0 to 43.0, along with a same set of compressed versions, ending up with a huge 81MB file.
However your launcher provided only 3 options:43.0, 90.2 and 91.1, so what's the sense of putting all the other versions inside?
BTW, you can simply put the three executables in the same folder and launch the one you need, which will be way easier than a batch file launcher.

I had a very old TPT launcher in C# that could launch with proxy options and stuff... even with that a TPT launcher is kind of pointless. Still nice project.

I recommend getting all the versions in https://powdertoy.co.uk/Download/Browse.json and then letting the user choose, then that is downloaded to somewhere in %temp% or %appadata%, if it's already there, mark it as such. You should also add support for proxy and letting users choose when ptsave: link is called.
