If I use a mod like Cracker1000's plus a resource heavy Lua script like Subframe Chipmaker my FPS won't go over 60 either.

press ~ and type in tpt.setfpscap(wanted number)

but remember that it works for only one session i.e. as soon as you close tpt it will reset to 60 fps
