Why is this rule still existing?

Why is the "No art or demotion" rule still in it, even though it's not enforced and the art saves get demoted. I have a feeling people make alt accounts DEDICATED to bother artists like the user "user:NoArtOnPhysicsGame" and as a example on id:3249954 "we are really upvoting anything now" and perhaps downvote twice on it. I find it as a way of harrassment and all just a pointless rule if it's not enforced and deco arts don't get demoted. It's like a 7-yo. pretending he's a owner of the game and trying to become a admin by trying to enforce every single rule that's not enforced. And yes, I know NoArtOnPhysicsGame is just a goofy troller that's some famous/unknown user.

The rule isn't enforced because we don't have the capacity to enforce it, so over the years it completely fell out of use. I think the rules are long overdue to be rewritten to be less than half their size, and I'd probably remove it then, but for now it can stay for historical reasons (maybe we'll want to use it to justify removing a save sometime).
I don't think this rule meaningly contributes to harassment over art. That's always happened, and isn't allowed. You can report it and a mod will probably come delete the comment. It will happen whether or not we have a rule against it, I will say it isn't as bad as it used to be. Also that account has a weird username, but doesn't look like an alt to me, that's just the username they picked.
