Allow setting deco color as Hex Codes

i literally cannot get specific colors without it
if this was added deco would be so much easier

I don't know the specific intents of the TPT developers, but I believe the lack of support for hex codes in the deco tools is an intentional design decision. It would be quite simple to implement these, in fact, the color picker already tells you the AARRGGBB hex code of the color you selected.
I've heard multiple times in passing that the developers try to not expand upon the deco tools, similar to how new STKM related features are not added to the game. While I'm not a TPT developer, It seems highly unlikely that any improvements to the deco tools will be made within the near future. Your best bet for getting this into TPT is to make it yourself, submit it as a pull request on the Github page, and wait for approval, although you might want to wait for Redo-UI to finish before you start work on it.

It telling it doesnt help. I have to go multiple times adjusting the number till the hex code is exact. Or i learn how to quickly convert hex to RGB (annoying) or i convert the hex to rgb with a website which is also another annoying thing if you have multiple colors and wanna enter them quick.

It's a simple feature. Easy to add, but also not entirely critical. It just saves you some steps of plugging the numbers into the individual RGB boxes. Maybe it will be added into the new UI (next version will see a major UI overhaul).
The "restriction" on adding new deco features is similar to the "restriction" on adding new stickman features. We've said we don't want to expand these features since they aren't the main purpose of the game. But that doesn't mean we'll never add simple things. Or even larger things (like, stickman rocket boots came even despite this restriction). You won't see photoshop-like tools added to TPT but this wouldn't violate the restriction.
