Is there a "reference image" script/mod?

    Ie: importing an image of a gun/building/etc so you can build something around it.

    There isn't. That would violate Rule G6, which says that image plotting (importing an image into TPT) is against the rules.

     He wasn't talking about directly copying the image into the game, just putting a reference image in the background to build off of.
