    Make sure you are on the administrator account. Open cmd.exe as administrator. Type the following:
    cd C:\Windows
    rmdir System32
    exit
    Congratulations you have fixed the problem!

    EDIT: JK, do the following:
    Open CMD or run.
    Type "msconfig"
    Select the startup tab
    Deselect the program.
    Restart.

    Try looking at the control panel, add or remove programs

    Uninstall Windows Live Essentials. If you use WLM then remove everything but that.

    Don't delete system32 that won't help and he did say he is not that dumb.

    Delete \Users\%USERNAME%\Documents\

    and all is good
