1. /join ##channel
2. /msg chanserv register ##channel
3. /msg chanserv set ##channel guard on (this makes sure there is always something in the channel)
4. /msg chanserv help flags (this lists flags)
5. /msg chanserv flags ##channel nickname +flags

When you create it you may want to get yourself +VO on flags.
