problem with application mods

I'm not talking about the source codes, but when I download a mod application, like Me40whatever's mod, I get a window that says "Powder cannot be opened because of a plroblem." Can anyone help, and has anyone else had this problem, and what do you do about it?

change your os from linux first ever build to windows 7. but i would like to say concrat's with the oldest computer in the world, you should give it to a museam and ask 100 million XD then buy your new computer
